Declining an invitation

The practice of inviting non-Muslim nations (or individuals) to join Islam or pay the Jizyah (an enforced penalty tax) prior to engaging in offensive Jihad was first initiated by the Prophet Muhammad. His example was then followed by the  leaders of Islamic empires, codified within the Islamic Shari'ah and is continued today by various Islamic leaders and terrorist organizations. https://wikiislam.net/wiki/Invitations_to_Islam_Prior_to_Violence
