Exposed flesh

So that exposed or naked flesh does not rev a man's engines and drive him to lust or adultery, women/girls must cover their bodies in a tent. 

However, should a man be driven in lust by exposed flesh, rape is in order and permissable because the woman/girl exposed her flesh.

Such is the dichotomy in islam. Both states are correct.

In hospital services where the health workers are required to have their arms and hands exposed and scrubbed for reason of infection control - sometimes women are allowed to have sleeves.
